It applies if the wire is HFFR (halogen-free flame retardant). IS 17048:2018 is the Indian Standard for halogen-free flame retardant cables up to 1100 V, and BIS certification under it is mandatory for such cable sold in India.
If your wire is a standard PVC grade — FR or FR-LSH — the applicable standard is IS 694:2010, which covers PVC-insulated cables up to 1100 V.
The two are not interchangeable. If a wire is marketed as HFFR, ask which standard it is certified to; a genuine HFFR product should reference IS 17048.
