No — ordinary indoor house wire should not be used outdoors. Standard house wiring is designed for protected, dry, indoor conduit. Exposed outdoors it degrades: ultraviolet (UV) sunlight makes the insulation brittle and cracked, and moisture ingress leads to insulation failure, leakage and corrosion of the conductor.

Using the wrong cable outdoors is a genuine safety hazard and a false economy, since it will fail far sooner. If you are unsure which cable suits an exposed location, contact APAR or consult a licensed electrician.
